Rebecca was born in the district of St James, Westminster, the daughter of William and Rebekah. She was baptised as "Rebekah" at St James church, Westminster on 23 May 1830. Her father was a servant and the family lived in King Street. Rebecca married Salmon Gifford at St George's, Hanover Square in 1856. She acted as Salmon's housekeeper in the hotels he managed.

 By 1866, the couple were managers at Heene Hotel, Worthing which was re-named the West Worthing Hotel the year after they took over running it. After Salmon died in 1876, Rebecca carried on managing the hotel until 1880. 

She then moved along the seafront to Victoria Terrace to run a lodging house. Rebecca died on 3 May 1887. Probate was granted on 16 Jun 1887 to Thomas Bond estate agent of 7 Castle Street, Liverpool.
