Salmon was born in Comberton, Cambridgeshire, the son of John and Jane. His father was a farmer. Salmon was baptised at Oakington on 17 Oct 1819. Early in his working life he used the name Henry Salmon Gifford. By 1841, he was working in Bristol, firstly as a tailor's servant and then as a waiter in a hotel. In 1856, Salmon married Rebecca Robinson at St George's, Hanover Square. In the early 1860's, the couple managed The Cambridge Hotel in Upper Norwood.

In 1866, they took over the running of The Heene Hotel in Worthing. This was the "crown jewel" of the new Heene estate west of Worthing. The same year, Salmon was initiated into the Worthing Lodge of the Freemasons. In 1867, adverts appeared in the newspapers advising their clientele that the hotel's name was to be changed to the "West Worthing Hotel". 

The new Heene burial ground in Manor Road was consecrated on 29 Sep 1873, and Salmon provided a public breakfast at the Assembly Rooms for the invited guests. Salmon died at the hotel on 13 Jul 1876.

Memorial Tablet in South Transept of Christ Church, Worthing This tablet was erected by Rebecca Gifford in loving remembrance of Salmon Gifford born September 4th 1820, died July 13th 1876. "Just as I am without one plea but that thy blood was shed for me and that thou bid’st me come to thee O Lamb of God I come" (the date of birth is incorrect as baptism records show Salmon was born in 1819).
