Frances Anne Matilda Hill was the daughter of George Francis Eland , solicitor, and Frances Ann née Burden. She was born on 21 February 1856 at St John's Wood, London SW and baptised on 22 March.

When she was in her mid-fifties she married Francis William Hill, gentleman in Uckfield, Sussex on 16th February 1904.  There there were no children. They lived at Panfield, Byron Road, Worthing. The house was named after the parish in Essex where Francis William's father was Rector. Frances died on 19 January 1915 leaving £1237 8s 5d to her husband.
